環境へ負荷を与える行為に対して、「環境負荷行為を行った者へ環境改善のための費用を負担させる」という考え方があります。本講座では、まず、この考え方の基礎となる「汚染者負担の原則」について整理します。さらに、「汚染者支払い原則」や「拡大生産者責任」についても解説し、実際の環境問題への適用可能性を検討します。
